British MP Jim Hacker, The Minister for Administrative Affairs,
intends to fight for his party's manifesto of commitment to
Open Government. He faces a few obstacles, however: his Permanent
Secretary, Sir Humphrey Appleby; his Private Secretary, Bernard
Woolley; and his own party's Prime Minister in the first three
series of this sitcom.
